The Tallinn Regional Hub Challenge Workshop took place on 13th of December 2023 at the Tallinn Participation HUB. There were a total of 17 participants from different Tallinn city departments, ministries and NGOs. It should be noted that due to seasonal diseases, this number is lower than expected. In the informative part, Tallinn’s climate projections and Tallinn SECAP and its heat island related measures were presented. The following topics and questions were brought up in the discussions: how to measure the implementation of SECAP, the necessity of the thematic planning of the green network, consideration of heat issues when planning/developing the location of a heat island, how to assess climate resilience and whether the existing information about heat islands is sufficient for the implementation of measures or whether more precise and location-based information is needed.

However, the main focus of the meeting was to go beyond the more general measures and discuss more specific interventions. The discussions focussed on interventions considered the most important, such as 1) increasing the share of high greenery (trees) in street landscaping (including parking lots), 2) development, promotion and demonstration of innovative solutions to ensure the autonomy of buildings and  3) implementation of information activities (provision of operational information to the population, e.g. in the case of heat waves or deterioration of ambient air quality, preparation of instructions for behaviour during heat waves) were given particular emphasis during the discussions. As a result, the risks and benefits of the selected interventions were mapped.
